It’s not possible to develop an effective Strategic Asset Management Plan (SAMP) unless every fixed and non-fixed asset, the world round, is marked, as per NASA, with a “human-readable […] Unique Identification Number (License Tag).” [NFS 1852.245–74(b), NFS 1852.245–74(c)] that is globally traceable via the internet [LPS 1224 and LPS 1225].
All of which springs from standards set forth in 1978 by the U.S. Department of Justice.
These concepts are the other side of the coin when it comes to the Unique Identifier (UI), Unique Item Identifier (UII), Unique Identification (UID) and the Item Unique Identification (IUID).

It’s the difference between a license plate and a VIN, both of which are needed in combination for a uniform property marking system to function.
Creating an internet-based, open-source, democratized, asset management system has existed since 1995, but is not utilized by anybody except DMVs and My Property ID Registry. While MPIDR is proprietary, I give the more basic concepts away for free to anybody interested.
