This post regards yet unwritten subsections of FAR 52.245-1(f)(1)(ii) that includes internet-based identification, traceability and repatriation of government property. The writing is on the wall. Provisions for “Marked” Property That Should Be Scrapped
FAR 52.245-1(f)(1)(ii) — Receipt of Government Property. The Contractor shall receive Government property and document the receipt, record the information necessary to meet the record requirements of paragraph (f)(1)(iii)(A)(1) through (5) of this clause, identify as Government owned in a manner appropriate to the type of property (e.g., stamp, tag, mark, or other identification), and manage any discrepancies incident to shipment.

What Should Be Included
The rewriting of FAR 52.245-1(f)(1)(ii) should include elements from the Loss Prevention Certification Board. the NASA FAR Supplement, the Green Book, and U.S. Department of Justice research on Operation Identification.
LPS 1224 — Internet-based “services designed to support the identification and repatriation of assets when those assets are lost or stolen.”

LPS 1225 — Establishing “the composition and performance of an asset marking system,” enabling “the marked asset to be traced to the legal owner via a secure database register linked to the marking system employed,” and to act “as a theft deterrent in the first instance by virtue of a visible marking.”

NFS 1852.245–74(b) — Equipment shall be marked in a location that will be human readable, without disassembly or movement of the equipment, when the items are placed in service unless such placement would have a deleterious effect on safety or on the item’s operation.
NFS 1852.245–74(c) — Concurrent with equipment delivery or transfer, the Contractor shall provide the following data in an electronic spreadsheet format: (2) Unique Identification Number (License Tag) and (4) An explanation of the data used to make the unique identification number.

2 CFR Part 200.313 — Equipment: (d) Management requirements. (1) Property records must be maintained that include a description of the property, a serial number or other identification number…. (3) A control system must be developed to ensure adequate safeguards to prevent loss, damage, or theft of the property. Any loss, damage, or theft must be investigated.

Warning Signs: for doors, windows and vehicles, as prescribed by the FBI-endorsed Operation Identification security system, as well as other elements concerning the marking, tracing and repatriation of lost and stolen valuables.
